With more than 35 years of transportation leadership experience, including 15 years serving Florida’s transportation community in both the public and private sectors, Dr. Chris Francis is a recognized leader in advancing innovative, technology-driven mobility solutions across the state. Throughout his career, he has played a key role in shaping Florida’s transportation future through strategic planning, intelligent transportation systems (ITS), transportation systems management and operations (TSM&O), data analytics, and emerging mobility technologies.

Chris has held leadership roles with the Florida Department of Transportation (FDOT), where he championed efforts to integrate planning and operations, advance Connected and Automated Vehicle initiatives, support Strategic Intermodal System (SIS) investment decisions, and incorporate innovative technologies into statewide transportation programs. More recently, he has continued supporting FDOT through statewide traffic monitoring, transportation data analytics, and the deployment of emerging technologies that enhance safety, mobility, and system performance.

A passionate advocate for collaboration, innovation, and technology transfer, Chris works at the intersection of transportation and digital transformation, helping agencies leverage data, artificial intelligence, connected vehicle technologies, and integrated corridor management strategies to address complex transportation challenges. His extensive experience across Florida’s public and private sectors provides a unique perspective that supports TEAMFL’s mission of advancing a safe, efficient, and forward-looking transportation system for the state.
