Dave Schnell is a versatile professional with over 35 years of leadership, technical expertise, and complex management skills as a result of dynamic military service and sustained corporate excellence. After 26 years of military service, Dave retired from the U.S. Navy as a Captain in the Surface Warfare Community where he commanded several warships including an amphibious aircraft carrier during combat operations.

Dave commenced his career in the tolling industry with Xerox in 2012 as Program Manager of the Los Angeles Express Lanes, responsible for implementing and then maintaining service level delivery for the first dynamically priced toll roads in Los Angeles County. Following that project, he was promoted to Vice President of Operations in Xerox for all Electronic Toll Collection facilities in the Western United States, from San Francisco down to Los Angeles, and as far to the east as Texas. In this position, Dave spearheaded the Back office System transition of the Bay Area Transit Authority project, demonstrating a superb ability to communicate and interface with all organizational levels to include support staff, upper management, customers and clients, and government representatives.

In 2016, Dave was named Senior Director of the Florida Centralized Customer Service System for SunPass, one of the largest tolling programs in the world with over two billion transactions per year and management of over 9 million accounts. In this position, Dave developed a comprehensive operational and financial organizational structure to accommodate a fast paced and highly visible program with 32 contractual service level requirements.

Dave is a resident of Orlando, a 2019 graduate of the IBTTA Leadership Academy, a member and annual sponsor of TEAMFL since 2012, and is a strong advocate for responsible and effective tolling solutions.
