David Shearer, P.E. is the Regional Highway Leader for Whitman, Requardt and Associates (WRA) where he directs highway design services and supports growth in the transportation market throughout Florida. He has a Bachelor of Science in Civil Engineering with Honors from the University of Florida and is a certified professional engineer in the state of Florida.

David has over 25 years of experience in operations, business development, project management, and the design of highway, bridge, and drainage related projects. His extensive background includes providing design and specialized design-build owner’s representative services to the Florida Department of Transportation and other local agencies.
