Phil is a licensed professional engineer in Florida, graduating in civil engineering from Duke University. In Illinois he received an MBA from the University of Chicago.

Phil began highway engineering at Pennsylvania DOT in structural engineering and consultant management. In 1989 he moved to Illinois and to the toll industry with the GEC assignment at the Illinois Tollway, and practiced toll consulting in a range of advisory, planning or engineering services across North America. He led introduction of electronic tolls to the Illinois Tollway and helped with the Tollway’s integration into E-ZPass, he was system engineering manager for the startup Transportation Corridor Agencies in southern California, he created the toll program concept for the Massachusetts DOT conversion to All Electronic Tolling and helped launch North Carolina Turnpike Authority.

Phil moved to Florida in 2003 to work on tolls projects here at Florida’s Turnpike. He authored the Miami-Dade Expressway Authority’s Open Road Tolling Master Plan. More recently he was director for a Central Florida Expressway Authority technology contract and helped on tasks for Tampa Hillsborough Expressway Authority.

Phil has been active in TEAM Florida including moderating a webinar earlier this year. He is a member of ASCE and has been active in IBTTA; serving on the IBTTA Foundation Board until 2019, and in 2020 as Chancellor of the Leadership Academy.
