Rafael S. Garcia serves as the Executive Director and Chief Executive Officer of the Greater Miami Expressway Agency (GMX), where he leads the strategic, operational, and financial direction of the agency.
With nearly three decades of executive, legal, and transportation leadership, Rafael brings a blend of deep public-sector experience and thoughtful stewardship to his work. Before taking the helm as Executive Director, he guided GMX through its formative transition from its predecessor agency, providing legal counsel and governance oversight that helped shape the agency’s foundation.
Prior to his work at GMX, Rafael held senior leadership positions within the Florida Department of Transportation. He served as Chief Counsel in District 4, Interim General Counsel in Tallahassee, and as Interim Chief Counsel for Florida’s Turnpike Enterprise and District 5. In those roles, he oversaw legal and strategic matters tied to major transportation initiatives, complex financing structures, and policy implementation across multimillion-dollar programs.
Earlier in his career, Rafael served as a prosecutor in both Florida and Massachusetts. That prosecutorial background continues to inform his focus on accountability, ethics, and stewardship of public resources. Rafael also played a key role in the formation of the Office of Criminal Conflict and Civil Regional Counsel, helping establish the agency’s operational framework and manage its budget. He also served as a Senior Director with Kroll, where he worked on complex financial investigations and operational risk assessments.
He earned a B.A. in Political Science from The University of California at Berkeley in 1992 and a J.D. from Boston College Law School in 1996.
As a resident of South Florida since 2003, Rafael has deep personal and professional ties to the region he serves. His commitment to public service, collaborative leadership, and transparent governance continue to guide his contributions to Florida’s transportation community and to his work with TEAM Florida.
